MULLIGAN, Circuit Judge: The National Labor Relations Board (Board), pursuant to section 10(e) of the National Labor Relations Act, 29 U.S.C. Â§ 160(e) (Act), has applied to this court for enforcement of its order of December 12, 1973 against the Newton-New Haven Company (Company), requiring it to cease and desist from refusing to bargain.
